Apparently "Storage" is some container filled with a blue liquid, we do not know. But it does not get referenced in the question, so presumably we can ignore it.

OP has checked out, so this is getting silly (well, more silly):

When the part reaches the end of the conveyor, the part is removed. ... Make a ladder logic program that will operate the above specifications properly.

Switch the hooks around to be open towards upstream and the process will not need any ladder logic to remove the part: a simple ramp with a slight upward slope to raise the part will do the task.
