For a PLC that does not have an AFI instruction I just put in a rung of XIC A XIO A OTE A. Then use XIC A for the AFI.

You did not specify which plc you are using.
P_Off (CF114) is the always off contact for CS/CJ/CP family.
Older hardware would have a different address for this bit.
