ladder help please its driving me crazy

i am looking for help solving a problem, i have two motors that can be switched on in any order but when one is switched on there should be a 20 second delay before the other one can be switched on, i can do it as long as the two motors are switched on in order, i.e motor 1 then motor 2 but i cant do it when they can be switched on in any order

its a mitsubihi fx series im using
