In reference to Allen Bradley publication 1746-6.4 January 1996 (SLC 500 Analog I/O Modules) section 4.7 Table 4.d can anybody explain what does 13.67 bits mean .

The geek who wrote the manual must have been having some fun.

just as the range 0-16384 spans 16384 = 214
the range 3277-16384 spans 13107 = 213.67

actually windows calculator says 213.678
 
So, does this means that the remaining 0.322 of that bit is available for use elsewhere in the program?...

Oh yes, absolutely!
...using the set of Heisenberg uncertainty instructions coming in a future release...not certain which one. :D
 
Actually, the remaining 0.322 bits are available, but Rockwell charges a special bit access fee for it and you need the key disk. This only applies on the Micrologix 1200 Rev 1.1.02.05 or later, and the SLC 5/05.2.3 Rev A.13F (hex).
