Cant figure this out

This is simple to most i'm sure, but when I think i've got it, i find a flaw. I want p-9 to have priority over p-14. But if p-9 doesen't see anything for x seconds release p-14 only if anything is present at pe-2. If it does release p-14 and it doesn't see product for x seconds or it's set run time expires it will return to p-9.

I'm not exacty sure what you are after. You explaination is not very clear.
