Siemens Communication Problem

Hi,
I have a Siemens 315-2DP with a CP343-1 Lean module on one rack that is connected to a MOXA Ethernet Hub and then to a MOXA radio in a "Local" panel. I am then communicating via wireless radio to (2) sets of remotes that are using Siemens MP277 HMI's and Siemens S7200 244 Micro PLC's that are each connected to a MOXA Ethernet Hub and then to a MOXA radio.
My problem is that I can only get (3) of the (4) devices to communicate with the "local" PLC. If I drop one of the devices that is communicating, the device that wasn't communicating is picked up and communicates.
I've included a screen shot of the 315-2DP communication settings.
