i have a cutler-hammer power pro 1700 panelmate with a watchdog fault on the internal clock i need to replace the internal battery can anyone give guidance on how to do this or tell me where the battery is located .

I don't think they evr offered a field replacement battery for the PM1700. Apparently they expected the batteries to outlast the panels. For $500 you can send the panel back to them and they'll replace the battery for you.
Google "Panelmate batteries" and the second link after the ads is to a price list for service dated December 2010. On page 4 they list Panelmate 1700 battery replacement.
