Prescan cvInitValue

If a PLC losses power and starts its prescan does the cvInitValue get activated?

I ask this because during a power cycle one of my PID loops just continued from where it left off. Another zeroed out and climbed back to the required output. Both seem to have a "0" for the cvInitValue. Is there a different parameter I should be looking at?
