In order to MSG between controllers over ethernet, do the controllers need to be on the same subnet?

Not necessarily. But it may depend on your addresses and subnet mask. If you could tell us the addresses and the subnet we could give you a direct answer.

Worst case is that a router would be needed to route the message between the separate networks.
