What type of PLC are you using. There is a free running clock and there are special relays for clock pulses.
Q & L series = SM412
FX Series = M8013

If you want to be able to carry this across different platforms, try using this method using a standard timer that all PLC's support:
The output will be on for half the timer preset, 0.25 seconds in the example. For flashing a single output, don't use the second output.
