Cleaning paint off panel for earth bolt - PLCS.net

A little while ago someone posted about a device that goes into a drill to clean the paint off a mounting plate for the earth screw. I have done a search but unable to find it.
can someone enlighten me please.

Just make sure to use some anti-oxidant or other stuff around the connection after scraping off the paint.
