Controller that operates below zero celsius

An insulated panel with a panel heater can be a good choice to keep any controller running through the cold winter months.
That would work, but i need a guarantee that it will work at any time, even if power goes out for a day and the controller gets to below zero temperatures, like for example in a car. It has to start up without any problems once power comes back and is not yet heated enough!

For what it is worth, take a look at Schneider Twido Extreme.
I never used them but the specs may meet you needs. Operation spec from -40C to 110C. It looks like it is made for heavy machinery / construction vehicle use so I do not know if it will work on your app. No idea how much this costs either.
I think one of the other EEs here was looking to use a small micro GE Fanuc once that supposedly had the op. specs down to -20C. I don't know what model # but it might be worth a look at their site.

Ab has a version of the controllogix pac's called XT that can be used down to -25C.

Siemens has a Siplus line that will work
-25 to +60 C

Ifm electronics has controllers for -40..85°C, not too expensive, programmable with CoDeSys.

Even though I hate to bring this up, I believe most SCADAPack's by Control Microsystems are rated down to -40.
And then there is always Sauer Danfoss Plus 1 that is designed for mobile applications. -40C is no problem.
