Rockwell Activations disappear while connected to some VPNs

I have one particular VPN that, when connected, makes my Rockwell activations disappear, and programs such as Studio5000, FTView get hung up while trying to open. The only workaround is to disconnect VPN, open software needed, and re-connect VPN. Rockwell has a TechNote for this, but after doing this, there is still no resolution. Since my licenses are hosted locally, why is this happening?
