I've run into this a couple times and while I see a lot of references to Fatal crashes on the RA knowledgebase, I don't see one for this specifically.
It doesn't happen every time, but when it does, it's usually when copying a rung or an instruction. The moment I hit CTRL-C, it pops up.
The description in the log is not all that helpful.
