1756 -OF4 Output No Higher Than 5.9 ma

I am working on a new project and I am just benchtesting the design and components. I have a ControlLogix with a 1756-OF4 Analog output card. I am operating a valve and the output will not go any higher than 5.9 ma. I also hook up a Current / Voltage Calibrator to the output and it goes no higher than 5.9 ma. What would be the reason that would not go any higher. It seems like it is all 4 outputs. I know I have to have something setup wrong. Any ideas?

maybe, Double check the Limits Tab for the channel(s) in question. I've had that issue in the past they defaulted to a low value and clamped there?

Is it configured for +/-10V operation or 0-20mA?
