If you mean to ask if you can go online with RSLogix to program the PLC using a serial cable, then the answer is yes. You have to set up a DF1 connection in RSLinx.
The cable you need is a standard null-modem cable (connect pins 2-3, 3-2, 5-5).
If you mean to ask if you can send programming commands via ASCII, then the answer is no.
