You can get the software from Rockwell's web sight.
I am sure it is not free but these are the tools you need for programing the HMI...

It depends on the Panel.
Which type of panel do you have?

If you mean programming of HMI-panels (Panel View Plus for example) you need FactoryTalk View ME.

For SCADA visualization you need FactoryTalk View SE
