Annoying AB Tag Upload Download Tool Install

Does anyone else have the re-occurring issue where Allen Bradley Tag Upload Download tool keeps trying to locate the install file on their computers?

A couple of us are now getting this (I am blaming the latest patch release) and there appears to be no way to stop it.

It is unbelievably annoying and there's nothing on Allen Bradley's help topics about it.
