Siemens has a library to do SNMP in their PLCs. The code is for the 1500, but it works in a 1200 as well. A 1211 has ethernet onboard, and it starts pretty cheap.
FYI, your link says that he'd have to build the SNMP protocol from scratch. This is true of almost any PLC that can send generic UDP packets (often called open socket comms).
