What is the vm windows system you are trying to install it on?
you will need admin rights for this.
go to the control panel
go to programs and features
in the upper left, click on features and allow it to display.
turn on dot net framework 3.5 .....
allow to install / initialize
reboot the pc.
this should allow you to do what you want if it does not install.
