We are all assuming that the problem is noise due to the low end range of the signal, This may or maybe not the problem. If it is then I agree that putting in the correct equipment is the answer. however if the motor load is causing the variation then putting the correct CT may not cure the problem.

He dont have to change the CT.
Just loop the wire through several times to adapt to the measuring range. This is a normal technique.
It may not fix the noise problem, but it will provide a better signal to work with.
