FactoryTalk View ME Failed to initialize error

"Failed to Initialize the service {3F883B87-2208-11D4-B0E7-001083022E04}"
Along with "Failed to load HMI Server Service"

Hello,

I am getting these two errors every time I start and try to load a program into Factorytalk View ME version 13. I have installed the latest 2023 patches and tried uninstalling and reinstalling as well as diffrent compatability settings.

Can anyone help me solve this issue
