gsm gprs to a plc

Hi i am new to gsm/gprs technology, i have a distant PLC that must be connected to a GSM/GPRS modem through a rs-232 port, i need to access it through local office that have access to internet or phone lines.

Some years ago i would have use simple SCD service to configure the remote gsm modem as a virtual analog modem. But my cell provider (rogers AT&T) have blocked that function. I must use GPRS service and that complicate all the things, my plc is not intelligent and cannot initialize the external gsm modem, it is just a basic rs-232 device.
I know i should ask for a static IP form rogers, but after that how do i configure the modem?
the modem is a MultiTech with rs-232 #MTCBA-G-F4.
