I need AB SLC APS software,catalog is 1747-PA2E

No it is not free.
AB/Rockwell has it.
You dont want it, it cannot be used to program PLCs with current firmwares.
RSLogix 500 Starter is the least expensive alternative.

What a pity! I have use it to upload a old fixed style SLC program.

For an old fixed style SLC500, APS would be OK, but I dont think AB sells it anymore.

AB software on eBay

Be advise, my brethern, that Rockwell Software IS watching eBay,
and they claim that they DO investigate those illegally selling
such items.

I heard this from RA staff at TechEd2008 in Orlando, this year.

I have used APS software to upload the program from an old fixed style SLC 500 PLC successfully under DOS. I have tried rslogix 500 before this,but failed.
To do this,you need a DOS PC which have a serial communication port,and you need a 1747-PIC module too.
