Logix Designer 28.03 - How to test program on different controller type

I have a PLC program for a 1769-L24ER PLC and would like to test it out on a 1756-L73 PLC in the office that is just for testing.

The test PLC is in a different slot and the rack has no real IO.

If I try to go online it offers to change the PLC type but all the Controller tags and I'm guessing other items are removed.

I tied importing the tags back in from the original but it says it can only overwrite not create tags.
