Why would the following code be used ??

My understanding of the following code.

X0 ---------------------[mov k1 x1 d10 ]

When any of the following inputs , x1, x2, x3, x4 are ON they added up and moved to D10 if X0 is turned on.

X1 = 1
X2 = 2
X3 = 4
X4 = 8

So if x1 and x4 are turned ON. when x0 is also turned ON 9 is moved into D10.

Please explain , why this instruction is needed ?

This is a thumbwheel with X0 connected to "CODE VALID" signal
