Non Contact speed measurement

looking into options to do non contact speed measurement
Measuring speed of rail carriages.
Maximum expected speed to be measured is 1 km/hour.
Inputting into a Siemens PLC. 4-20 ma preferred, can use 0-10 v or profibus
Will need to be able to mounted at least 1 meter from the carriage.
Environmental factors include coal dust and water

Does anyone have any feedback on this device or others that I could look into.
