We have an excel sheet that lists all the common Rockwell parts we use and I need to build up a material list in proposal works. Is there ant way to import this excel list to prevent rekeying everything?

Just poking around in the software I don't see a way to import from excel on export to excel?

Looks like it does. I have Version 8.1 and under file there is Import/Export with lots of file types listed.
I would create a new proposal with a couple of items, export it maybe as CSV. Open it in Excel and that will give you the format you need to follow with your data.
