push button as a toggle switch

Is it good pracice to have two different buttons ?
It is definitely good practice to have two different buttons for start/stop.
When an operator sees something wrong and wants to stop a machine NOW, panic sets in and it becomes instinctual to press the button several times to try and make it stop.

I would use single buttons only for a mode selection such as high/low speed selection.
