RSLogix 500 Opening files from USB or network always read only

If I open a file from a USB drive or from a network location I get the message:

The file X:\folderpath\program.RSS is currently Open or a Read Only File.
Would you like to work with a copy?

I can open from the same USB or network location on several different machines.

RSLogix 500 version is 8.30.01
