I really feel new to this reading this logic and not understanding the purpose of several things here but I plugged it all in and it seems to do what I want. I really appreciate you taking the time to write this, I really wasn't expecting that. So, thank you.
I'm assuming the storage bits I fill in myself? Like #ST9.7 =1 #ST9.8 =2 and #ST9.9=3?
Then I just make a rung if #ST9.1, #ST9.11, and #ST.13 all equal 1, output message for line loss, etc.
And yes, the PLC is responsible for actually sending out the texts messages directly. It seemed a little unnecessary to pay companies a ridiculous monthly fee for a service that I didn't see could be easily integrated into a PLC.
