I need to know if my CompactLogix Controller 1769-L32E, now at V19 can be flashed up to V21 and be programmed with the new RSLogix Design Studio.

They can only be flashed up to version 20.

In general the answer is that the 1769-L32E only supports up to Rev 20 firmware.
