Sending PLC outputs to a cell phone

Has anyone seen a module, board, or cable that can input digital outputs (24VDC, dry contacts, etc) to a free standing cell phone to cause the cell phone to send a text message.
Note: I am not looking for the PLC manufacturer's add on module to do this.
