Watchdog timer problem

Greeatings .

I have some problem whit my maschine for plastic bags .
I buy maschine but i didint know is it correct.
When I turn on maschine i see I have problem with plc.

I need some help?
Problem is , when I will start control power for maschine i didnt get it because i
need one signal from plc ,this signal is watchdog ,
Can anyone say me how can I check is plc ok, is program in plc ?
