Write .l5k or .acd file to ControlLogix CPU

I would like to know if anybody knows of a product or method, other than RS5000 which allows the user to write a modified .l5k or .acd file to an A-B ControlLogix or FlexLogix CPU. Would the A-B protocol allow it to be figured out. Have Rockwell a facility to block it except for RS5000?
