I have zero experience with the ECOM stuff, but you might want to check out Host Engineering's Ethernet SDK.

Calm down, fella. To the best of my knowledge ANY PLC will require a comm link to a DLL, OLE, or other driver and some kind of extra program like SCADA or a spreadsheet or something.
