I think you're saying that it isn't on at the time of your screen-print. Right???

If so, you're never going to see the first-scan bit come on. It's only on for the very first scan of the PLC, then it's off.

If you really don't believe that the S:1/15 (First Pass) bit is working, then you will need to create a rung that will latch this state.

In your example, Rung 0007 will latch up B3:1/1 on a first pass as long as B3:0/0 remains ON and B3:0/9 remains OFF.

I would bet the cost of your controller that the First Pass bit is working just fine. You just need to understand fully how it works.
