SLC5/04 not executing ladders

This will be simple to you guys but I can not find this problem. I have a SLC5/04 1747-L542, rack and several cards and I am making a test device to try out a system on the bench. I set the cards up in the rack and developed a short program all loaded with out errors or faults. I tested my analog card channels with a current source successful and my digital inputs but the program ladders do not execute. The power & run lights are on and no forces. The Processor Status scan time average s23, current s3, scan toggle bit s:33/9 are changing from 0 to 1.

if you've put your program rungs in any other file EXCEPT ladder file #2, then you probably left out a JSR rung to "call" the extra file ...

secret handshake: with an SLC-5/04, ladder file #2 executes automatically ... any other ladder file must be "called" into action ... usually an unconditional JSR rung is used ... sometimes an STI is the answer - but only if the extra ladder file is required to execute on a "time critical" basis ...

Are you using subroutines? Are you calling them?

That was the dumb problem I created for myself. I was using the ladders in one file but not Lad 2 and no jump routine. Thanks to all you guys are always a great help educating novices like me.
