WINCC FLEXIBLE Template SCREEN

Hi all,

I have developed an application from which I have a common button banner in my template screen. I then have pop up buttons based on the bottom banner buttons. (Similar to the Windows Start button) My issue is I want this in all screens that use the template but I find that some screen objects take precedence over the template screen. I have trod to adjust using the layers but to no avail. Any Ideas?
