Flasher code

I'm working on a project where a traffic light flashes as follows 1 sec on - 1 sec off- 1 sec on - 3 sec off. I am thinking about a 1 second timer that pulses a counter where if count = 0 turn on, if count = 1 off, if count = 2 on, if count >=5 reset. what do you think? All I should need is a timer and a counter.
