hey guys. my panelview 1400e boots up into "panelview firmware upgrade activated". and just sits there on that screen, what the "H" is going on?

The Panelview thinks that you are trying to "upgrade firmware" (replace the existing internal operating software program with a newer version). You need to figure out how to either cancel this mode, or complete the upgrade.
