Same error here using Win XP SP3 and RSLogix 500 v8.40.
The RA Tech Note refers to TEMP files. My computer has the TEMP directory properly created, so that wasn't it for me.

UPDATE: My VM was running 8.30 not 8.40. Updating to 8.40 and will update with results.
UPDATE #2: No change. 8.40 does have the same problem
