1771-IFE/C problems to configure

Hi guys, I have a PLC-5/40C where I want to configure a new analog input card 1771-IFE/C, i added it into the chassis slot, I have made the BTW and BTR into the ladder program with the wizard, but I can not be able to transfer the block data to the card, always the run led is blinking on green in the analog card, and in the BT control for BTR and BTW displays an -9 error, any advice what is wrong?.

Processor in the run mode?

Block transfers in a subroutine not being called?
