Panasonic FP0 and Delta DOP-B

It is not. I thought its weird too, but Delta Dop-B only have three wires for their RS-232, Pin 2, Pin 3, and Pin 7
 
The wiring diagram looks like it wasn't formatted properly and is missing some connections. You definitely need a ground. For RS-232, a minimum of three connections.
 
You should check out the 5 pin DIN connector - there's got to be a signal ground in there somewhere or it wouldn't work
