1746-OW16 connection issue using 1747-AENTR

I am looking to replace a SLC5/05 processor with an AENTR adapter. Configured the rack in a compactlogix. The connection to all of the cards in the local rack and expansion rack are working perfectly with the exception of the 5 1746-OW16 output cards. Those just show a connection fault. Did a module discovery and the cards show up there, exactly as I configured them. Has anyone here run into a similar issue?
 
What firmware revision is your 1747-AENTR ?

How many total slots are in the chassis + expansion ?

What slots are the 1746-OW16 modules in (and are they the right-most slot numbers) ?

How many total connections do you have to the CompactLogix over EtherNet/IP and what model of CompactLogix is it ? Connecting to each module directly (the only way the -AENTR works, to my understanding) could use up I/O connections on a small CPU in a hurry.

What is the connection error code ?

I'm thinking this could be a module ID problem, where you would have to manually put in the module ID instead of using auto-detect or selecting the part number, or it could be a capacity problem in the 1747-AENTR.

I'll have to look up the specifics but I know the first releases of -AENTR firmware didn't support the full 30 slot capacity of the 1746 chassis platform the way a CPU or a 1747-ASB does.

AENTR ar rev 2.003, 20 total slots (13+7), s1 empty, s2-8 IA16, s9 OV16, s10 empty, s11 OW16, s12 BAS, s13-16 OW16, s17-18 empty, s20 NO4I. 1769-L33, 15 CIP connections observed max, 2 TCP connections observed max. Error code is 16#0204 connection request error.
 
After some more playing around, I've gotten some mixed results. All of the current OW16 cards are series C. I put a series D OW16 in s17, and it connects fine. Did see something about AENTR not supporting partial I/o, so moved series C card from s11 to S10, put series D card in s11, and moved NO4I to s17. In that configuration, connect to the series C in S10, series D in s11, but not the series C in s13-16. All other cards connect.
 
Scrounged up more cards and filled the rack, ib16/C in s1, IA16/C s2-8, OV16/C s9, OW16/c s10-11, bas/C s12, OW16/c s13-16, OW16/D s17-18, no4i s19. Connects to everything except series C OW16 in s13-16... Put OW16/D card in s12-13, moved bas to s18, still not seeing s13-16. Don't believe it is a backplane issue, since all cards still function with 5/05.
