Every time I power this unit up it loses its IP address and goes to DHCP . When I goto the config the IP address is 0.0.0.0

In general, you need to use the configuration menus to disable BOOTP/DHCP. Trying to do so using RSLinx Classic, like you can with a PLC, does not (to my knowledge) result in that parameter being correctly and permanently set because it's part of the Windows CE operating system, not the CIP TCP/IP Object like in a ControlLogix.
