Both I/O and Specialty modules can go on either side of a 1769 power supply.
You do need to follow the power supply distance and capacity rules that are described in the CompactLogix Selection Guide.
Rockwell Automation's "Integrated Architecture Builder" software also does a good job of estimating power usage in 1769 system assemblies.
