Best Timer Relay for this Application?

Good morning guys, I'm searching for a Timer relay which accomplishes the "flasher" condition in the photo attached, however, I need the ability to adjust the t-off and t-on timer for R. My control voltage is always on and I don't have ability to turn the "U" off and on, it is unfortunately always "on". So when R is off, I want t-off to be 20 minutes, and when R is on, I need t-on to be 10 seconds. The relay in the picture has the off and on timer the same with no way to adjust either, so I'm searching for a relay that will work for my application.
