Block transfer problems with PLC5/40

Ok, after playing with all of the jumpers and doing some troubleshooting the mfc's are working. However, the numbers are all off. This is probably going to be a scaling issue. I'm not sure how to set the scaling. The PLC-5 is sending it's output (SV) and receiving its input (PV) using 0-5VDC.
