Can't create and application in Aveva Intouch application manager 2023

Good morning to all,

I have the following issue, I installed everything of intouch including the patch, it is the 2023 version. The configurator is all setup aswell. But when I go to application manager it does not let me do nothing, I cant create nothing.
If anybody as a solution tell me.
